In order to be eligible for this qouta the candidate should be a native of Tamil Nadu: If one has completed clss 8th - 12th from a school in TN, there is no need to submit Nativity certificate; otherwise,ie. if one has partly or completely completed 8th - 12th class from outside Tamil Nadu , nativity ceritificate must be submitted. The Nativity certificate should follow be of a supported format , which is given in the annexure(follow this link: http://www.tnhealth.org/online_notification/notification/N1706869.pdf) and it should submitted along with photocopy of passport/ration card/birth ceritficate.Permanent Residence certificate in plce of Nativity certificate won't be accepted. Hey.

The eligibility  criteria for Tamil nadu is that the Candidates applying for admission to Tamil Nadu MBBS 2018 must be domicile of Tamil Nadu.

Candidates who have studied from Class 8 to 12 in schools located in Tamil Nadu do not need to submit the domicile certificate while, the candidates who have studied class 8 to 12 partly or completely outside Tamil Nadu, have to produce the same.

As you have partly completed class 8th- 12th outside of Tamil nadu you will be eligible for state quota Only of you have a domicile of Tamil Nadu.
