To get a seat in state quota will they consider AIR or category rank

For state quota allotment state rank is considered which is directly based on AIR. Students register with NEET scores and rank and then a state list is prepared in the ascending order of AIR with proper sequence of state rank and then state rank is considered for allotment of seats in government medical colleges and dental colleges.
