Dear aspirant, top colleges for Electrical stream are none other than the National institute of Technologies, Indian Institute's of Technologies and gov. funded technical institutions.
There are 31 NITs , 23 IITS and 23 other GFTIs across country.Apart from these several private colleges are also available but not comparable to these centrally run institutions.
The basic qualification needed is that student must pass their 12th board from recognised board with min. Of 75% marks with PCM as principle subjects then they need to appear for JEE MAIN for admissions in nits , iiits and gftis while after clearing MAIN they must appear for JEE ADVANCED to seek admissions into IITs.

In India the IITs are best place to go if your are interested in Engineering you want to get admission in IITs you must have passed 12th in science stream with 75% marks from a recognised board.
