• Himachal Pradesh Government Dental College and Hospital, Shimla
• Himachal Dental College, Sunder Nagar
• Himachal Institute of Dental Sciences, Paonta Sahib
• Bhojia Dental College and Hospital, Solan
• MN DAV Dental College, Solan

The first one out of these is government while the rest ones are private. So in order to have a low fees structure you can opt for the government one.

Dear Simran as you asked top bds colleges with low cutoff, let me make it clear if you want to pursue your degree from top institutions with lower fee then the option is to go for government/public institutions. And to get into a government bds college you need to compete with your fellow competitors. So getting a bds seat with low cutoff is seems difficult as the competition is increasing every year for medical seats as well as bds. Since there is only one government bds college in HP so I have listed below some private institutes as well with their cutoff.

Here is the list of top bds colleges in HP

• Himachal Pradesh Government Dental College and Hospital, Shimla - total fees is 45,000 for first year and cutoff for year 2021 was around 25557. (This is the only government medical college in Himachal pradesh)
• DAV dental college, Solan :  this is a private college and this college is recognized by government of india and dental council of India and permanently affiliated with Himachal Pradesh University Shimla. The fees for a government seat(NEET qualified students) is 81760/annum and for managment quota is 250,000 per annum. The closing rank for general catagory was around 202265 (285 marks) in year 2018 (latest data is not available).
• Himachal Institute of Dental Sciences, Paonta Sahib : the closing rank for this college was around 287546 (234 marks) for general candidate in year 2018 (latest data is not available). The fees is around 2,50,000/annum.
• Bhojia dental college : the closing rank was around 154237 (321 marks) for general candidate in year 2018 (latest data is not available). The fees for 5 year degree course is around 2,50,000/annum.

There is only one government dental College in Himachal Pradesh which is Himachal Pradesh government dental College and hospital Shimla.
It's AIQ cutoff was -
->555-580 for general category
->435-470 for obc
-> 420-445 for sc
Whereas it's state cutt off was around -:
->410-435 for general category
-> 405-430 for OBC
-> 370-385 for SC
-> 345-370 for ST.

If you are marks are lesser than the given cut off then you can approach for private dental colleges in  Himachal Pradesh whose cut off is comparatively much lesser. Here are your few options -:
1-  Himachal Dental college  , Sunder nagar
2-Himachal institute of Dental science, paonta shahib
3- Bhojia Dental college and hospital, Solan
4- MN DAV Dental college, Solan
