Hello,
Although the NEET PG 2021 counselling has been postponed by MCC till further notice but in Uttar Pradesh, the neet PG counselling 2021 has started and also every state except Jammu and Kashmir is an open state with 85 of seats for home state vacancies and the rest 15 for everyone else(i.e. from other States) and hence YES,Uttar Pradesh is an open state.
