So your work will be to administer the department you will be posted in and you have to take decision based on which the law and order should be mentioned. Now ISRO offers you a position as a scientist. Here your work will be to research and develop for different space programs and you will be able to work in the front row of cutting edge technology. So both this work are very different. You will have to decide based on your interest.
Both the officers gets the same grade i.e., Grade A gazetted post. So you have to decide which will be the best for you and which profession will help you to fulfil your dreams.

As per my knowledge both are excellent careers. UPSC is a civil service exam, a National level Competitive Examination for recruitment to various higher civil services posts with an average salary of 56,100 per month whereas ISRO recruits for scientists and engineers in the disciplines of civil electrical preferences and air conditioning and architecture. Average salary of a scientist or engineer in Indian space Research organisation is INR 37400 per month.
