See what happens is you are asked to Lock your preferences for the colleges you want to get in before the seat allotment takes place. If you get a seat alloted in the first round then you have the choice to either freeze the seat or float. If you float and go onto the second round you may or may not get a seat upgradation depending upon the closing ranks in your round. Change willingness option is for changing the option float that you have chosen in the previous round. Yes, you definitely can participate in the subsequent round until and unless you don't freeze the seat.

If you have been allotting the same college in both the rounds then you can participate in the third round and you change your preference in the last round. The willingness option may be for the change of the choices filled by the candidate and to shuffle or modify the choices filled in there. So I would suggeat you to go through the merit list prepared at the end of the last round and then compare your merit rank or marks and then fill the choices for the course.

Yes anyone can participate in the 3rd round even you can. When i had registered for MHT CET , i ended up with the same college all 3 rounds so yeah don't worry and go ahead into round 3. As for the latter half of your question, am unable to understand what " change willingness" meant . Incase anyone else of the platform knows, they will respond to you asap
