No it's not necessary
For calculating top 4 subjects include one language viz. Hindi or English . There's different criterion for calculating marks for different courses.
A language is compulsory to include in the best four whether it is English or Hindi. It depends on the subjects you've studied. But if you did study English, it is compulsory to include it and there's no way around it.
If you don't add english you would have to fake 2.5 deduct in your best four.

Hello aspirant,
It is not compulsory to have English in class 12 for admission in Bachelor of Art degree unless you want to English honours. However, you must include one language, in your case hindi, in the best of four calculation to get admission in B.A. Political Science.
