However, water molecules start to form hydrogen bonds with one another when the temperature reaches 4 o C. As a result, the molecules gradually disperse, reducing the water's density. Hydrogen bonds get stronger, and molecules in water get closer together when it cools down. Conversely, the density of water never again approaches its maximum value.
