we can apply for neet registration of other state if we don't have domicile of that state

Yes you can easily apply but the seats will be conferred to the domiciled candidates first and rest of all India seats will be applicable for non resident students

You can go for All India seats only then as you will not be eligible for state quota if you dont have the domicile of that particular state.
