Hello Aspirant !!

If a seat has not been allotted to you in the first round of All India counselling and further don't wish to go for second round then don't apply for it . You will get your security deposit back at the end of second round of counselling which will be deposited in your given bank account number. The second round will be conducted after the starting of state counselling. In case you go for second round and don't take the seat allotted, you will be fined and the security deposit will not be returned back .

All the best.

Hope this helps .
