For now, ask your brother to focus on his studies and score well in 10th board exams. In class 11th and 12th, he must opt for Science stream (PCM) as he wants to pursue engineering from IIT. Concentrate on Physics, Maths, Chemistry and perform his best in class 12 boards. Keep studying reference books to widen your knowledge base and horizon and then sit for JEE Main and Advanced.

You can advise him to enroll in IIT foundation courses for younger students in institutes like FIITJEE, which offer flagship programs like those.
You should definitely encourage him to intensively study and increase his board scores, and develop an interest in PCM (Physics Chemistry Mathematics). This will help him choose whether he really wants to study those subjects at an advanced level for IIT prep, and decide on a specialisation in engieering he wants to take up, and that will help him study for a suitable rank.
You should encourage him to sit for competitive exams to develop exam temperament.
As of now you would suggest her to concentrate on his 9th and 10th and make his basics clear so that he may not face problems afterward.
