CFTIs or GFTIs are Government Funded Technical Institutes. Yes, they do offer engineering programmes. For admission to GFTIs, candidates need to clear JEE Main entrance exam and attend the common counselling procedure of JoSAA.
When it comes to placements, all institutes are similar as same companies visit them. Moreover, it has not much to do with institutes during placements, it's the candidates' performance during his or her 4 years tenure in the college, his or her performance in the interview, the company coming for placement etc.
