Each branch has it's own merits and de-merits . In chemical engineering , first of all , chemical engineering is equivalent to process engineering , you get to study , the different steps involved in different process and application in large scale . Some of the subjects which you get to learn include , mass balance , instrumentation , chemical process calculations , advanced statistics , data analytics (to some extent) , introductory , spark , hadoop etc for process management etc .
So it depends whether you like these topics and have interest to learn them , and there are many other fields also within the branch in which you can also continue your research if , you wish to go for MS/PhD .

3) RGIPT
iipe and RGIPT are chemical and petroleum specialized institutes , so better academics and research opportunities are present in these colleges .

I would suggest you to go with chemical engineering .
In comparison to both of them it's far better as-
1. Biotechnology has very less scope in India and it's good as a research field not Engineering.
2. World is shifting toward more conventional energy methods which may wipe out need of petrol related jobs in future.
Moreover chemical engineering is a vast feild .
You may not get a good start but if you are hard working and passionate you can land in good govt. Jobs in India itself.
