As per your request, i would say that the cut off for any college or gmc mentioned above is changeable every year.

The cut off dont remain same for any category, as no of students vary and the level of question paper vary.

Mop up round is basically for filling up seats for central or deemed universities. So it depends on how much seats remains vacant and how many students apply.

The NEET UG 2019 Cut off for GMC for minority category is 133 with percentile of 45.  The Mop Up round allows student admission under management quota. Hence, Category and your NEET UG 2019 Score are the major factors to decide medical seat.
