You must have an income certificate from the local authorities at the place of your residence not more than six months old to be eligible for a fee waiver

Thanks for your prompt response. One more query though. ..will income tax return also be needed over and above the income certificate ?

I am not aware of the entire process but the general process is to look for the scheme provided by each IIT administration. It is called Merit cum Means Scholarship in IITR, popularly referred to as MCM. You will hear about it upon entering college. The college generally brings out a notice in the beginning of the year inviting applications. You can apply when that notification is out. But keep your eyes and ears open and if you can, directly approach the institute administration and ask them when and how to apply.
In so far as documents are concerned I think you will need income proof, perhaps an IT return or something along those lines.
In any case make sure to directly ask the admin about it within the first week of entering college.
