thanks for asking your query as per your crl rank in jee mains 2019 you may not get seat in any government college of engineering because for especial round of josaa counselling only few seats are left which will be given to such rankers who has better rank than other therefore competition to take seats would be more .

If you don't have any category, then it's quite difficult for you to get any seat in the special round, you can try for your home state colleges or you can try for some north eastern nits like nit arunachal Pradesh, nit tripura, nit Sikkim, nit meghalaya, nit manipur.
Or you can try for nit Srinagar.
