You have three options for getting admission in a medical college in India:
1) You apply in the 100% state quota which doesn't require NEET scores
2) If you really want to apply to any other college out of state, you will have to sign a Self-Declaration form (format given on NEET and CBSE site) stating that although you have been domicile in J&K, you have been staying there for other reasons, then:
a) You can apply for the 15% All India Quota seats, which are in various government colleges across the country except Andhra Pradesh and Telangana.
b) You can apply for seats in private medical colleges and deemed universites

If you want to apply out of state using NEET, you can't apply for state quota and you must have the Self-Declaration form regarding the domicile status
