GATE exam is for those candidates who are interested in joining post graduation courses (M.E, M. Tech) after completing their B.E, B. Tech, B. Arch from any recognized university.
IES exam is for those candidates who are willing to join government jobs in various services like- Naval Armament, Defence, Railways, Telecommunication, Ordance Factories. This exam is conducted by UPSC.

GATE Syllabus is subset of IES syllabus.
Almost 80-90% of IES syllabus is covered in GATE, some extra10-20% syllabus will be of IES, for specific details and difference you need to go through the individual syllabus copies. Both exam required different strategies to achieve good rank.
