Hello,
See, basically Indian Railways offer jobs at two different levels for mechanical engineering graduate.
In group A recruitment is done through UPSC ESE exam.
And in group C/D recruitment comes under railway recruitment board(RRB).
If you want to join in group A you will have to clear UPSC-ESE with a top rank.
Whereas , in group C/D RRB conducts exams for both technical (JE & SSE) and non technical cadre (TC,TTE,STORE SUPERINTENDENT,etc).m although the exams have no fixed date and takes place based in vacancies requirement.
