Generally State Government Conducts State Counselling for 85% State Quota Seats of MBBS and BDS in State Government Medical Colleges and State Private Medical Colleges.
Allotment done on the Basis of State Rank List which is prepared by State Medical Counselling Authority on the basis of NEET-UG Score and Rank.
General Eligibility Criteria to participate in any State Quota Counselling:
1. If you have Domicile of that particular State.
2. If you have Completed 10th or 12th Board from any School of that particular State.
You need to fulfill either of the above Condition to participate in State Quota Counselling of any State for Government Medical Colleges Seats. But for Private Medical Colleges Seats every State have their own Eligibility Criterias, Some State allows other State Students to participate in their State Counselling for Private Medical Colleges Management Quota Seats and Some state doesn't allow other state students for Private Medical Colleges Management Quota Seats.
States which allows other State Students for Private Medical College Management Quota Seats:
1. Madhya Pradesh
2. Chhattisgarh
3. Uttar Pradesh
4. Kerala

I would like to inform you that, every state allows you to apply for the State Quota Counselling process. But, in case of states where you don't have a domicile, you will be eligible only for the seats of Private Medical College.
If you apply for the State where you reside, or have a domicile of, then you will eligible for both Government Medical College and Private Medical College seats. That is the whole procedure of State Quota Counselling for domicile and non-domicile holding students.
