What bond means in doon medical college.is this college has pg seats

A bond is an agreement a student signs with the government to serve rural area or the college hospital for a period of time ( usually 1-2 years) If the student doesn't breaks the bond then he / she must pay a fine as stated by the agreement.
I am not sure about the PG seats.
