There is nothing like one is good and one is bad between CSE or CSE with specialization . In fact, if you want one line answer of this question then I will say that the better one CSE is that which have got your interest and attention.
Let me explain it to you. See, normal CSE deals with all the aspects which are related to computer science and engineering, whereas CSE with specialization involves mostly your specialization . For example, if choose CSE with Information security then the major focus will be to make you excellent in Information security area whereas, Normal CSE is a comprehensive course in computer applications and system. Generally it involves with designing and developing computer software/applications and hardware processes. If a student opt for this course, he/she will be able to understand, learn and use various programming languages, networking and telecommunications, digital and analog electronics, etc.
But there is a catch, with normal CSE too, you can study that specialization technology too being in normal CSE and there are lot of supplements available for you on Internet to help you, not only this many colleges nowadays are giving options for AI, ML when a student enters in 5th semester.
Placement wise too there is n ot too much difference but a very slight difference as of now. In some cases, you might be getting the benefit of taking Computer Science with specialization . For example, a company whose major work is based on Information security then for the obvious reason they will first give priority to the guy who has done CSE with Information security as a specialization. But remember that, specialization makes you confined too because there are not a large number of companies that are based on your specialization, so in this case, Normal CSE has an edge, as there are bulk of companies for them, though most of them allow to sit the specializations students, too but few of them might not allow sitting.
