See, both of them are helpful in one or the other way. If you pursue B.Sc., then you can prepare for UPSC parallely, you will get enough time to prepare. If you pursue B.Tech, then you will be having packed time schedule and the course of B.tech would be enough to keep you studying for hours. You will not get time for preparation of UPSC, but in that times you will be able to develop a good sitting power, ling study hours that are very important for a student preparing for UPSC.
