See u have to make a new one for the submission in the IITs if u got a seat in the college for pursuing ur higher studie sin the field of ur interest under betch courses. As the concerned authority of the JEE ADVANCED will not be seeing ones problem if u are not having a genuine reason for ur failure to submit that certificate. For more clarification u should be contacting the authority as soon as possible
