Chances are less to get seat under 15% quota as the score is little low.

Which are the sates in which domicile is not needed to get into the colleges? (Govt one)

If you claim the seats under 85% quota then the domicile of that particular state is required.

For private colleges, there is no need of domicile and with your above said score you have chances to get seat there.
