What does eligible mean in overall merit list of jipmer with category obc rank 5054 should I go for counselling plzz

Eligible in the JIPMER overall merit list means that you can apply for counseling in mop up round. As you know that merit list for first and second round of counseling will be released by JIPMER itself, hence whenever the counseling window for mop up round opens you can go for counseling.
