The joint seat allocation authority has released top 20 percentile of 12th boards or any equivalent exam the candidate can use these cutoff marks to check if they are among the top 20 percentile or not. Those who belong in the top 20 list can get into NITs, IIITs and GFTIs even if they do not get 75% IN 12th.
Yes you are eligible to get into NITs because you need minimum of 65% in 12th for being eligible for NITs

Firstly it is top 20 percentile not percentage. Percentile means the number of students that have been outperformed by you in the exam.
The minimum marks required for a PwD candidate in 12th standard is 65%. Your marks are higher than the minimum criteria so are eligible to get into NITs.
