What does spot admission/allotment mean? It is the final step of TS icet. There are no details in official website

Hello,
Spot admission means you need to participate in counselling offline at centre where you have to pay some amount which is fixed if you get any college,there you will get freedom to choose between vacant seats in different colleges.
