Dear Aspirant, college does not get upgraded. The seat that is alloted to you can get upgraded through counselling process. So, during the process of upgradation, if you get a seat from the higher preferences of your choices then the previously alloted seat will get cancelled and you will be alloted the new seat otherwise the previously alloted seat will be retained for you. Your question seems to be incomple, as you never mention about the exam or allotment process.So here I am providing a general idea;

During allotment if you are selected for a particular college you have the choice to select upgradation option when you need to go for higher option as you are not satisfied in your present allotted college. Depending upon your rank, there are chance to get higher college or not.
