What happens if migration certificate is not submitted or not available for admission in law college. Any fees will be fined for it?or it is compulsory required to be submitted?

This certificate is not mandatory to submit in your present situation. When it’s required, if you want to study from present college to another college then this certificate will be required otherwise no need of it.
This is the certificate used in that particular situation only otherwise not required. This not same like transfer certificate(TC).
This is also one of the certification provided by the school or college for the purpose of moving to another school or college without any problems.

If the college is asking for migration certificate, then you have to submit it in order to confirm your admission in that particular college. Incase your previous college has not issued you migration till the time of admission, you can give an undertaking providing that you will submit it in a few days after your admission. And if you don't submit it after that also, then your admission might get cancelled. So don't take any chances with your admission procedure, and submit all the necessary documents what College is asking you to submit in order to complete your admission.
