what happens to the fees I payed in first round of comedk after selecting reject and upgrade option (option 3) and why do I have to pay that?

hiii ,
the fee you pay is for the counselling and the allotment process in comedk , if you choose the option to withdraw and reject then you get your fee back and if you upgrad you go to the second round for couselling .
