What happens to the remaining govt vacant seats after second round of MDS Counseling? Does it revert back to the respecting states??

Hello,
If seats remain vacant then there will be one more round of counselling.Principal doesnt have authority to give seats to any one.Seats allocation are done on basis of merit list.Generally top colleges get equipped with students.
