The Centre selection process of NTA for JEE Main, is an internal process and we do not know if it first come first served basis or not. But usually, first option is available but based on your locality, it might not. So it is advisable that you fill second location near to your house as well.

In 2021, NTA will open the JEE Main 2021 registration window briefly for each 3 sessions in March, April and May 2021. Candidates who will miss to apply for February can apply for March or another session later when the IIT JEE application window will reopen briefly.

The last date to fill and submit JEE Main 2021 application form is January 16. However, the payment of application fees can be done in online mode until January 17. ... The JEE Main 2021 application window will be re-opened briefly immediately after the declaration of the result of February / March/ April Session.
