Hello candidate
NEET counseling is conducted by an autonomous body named NMC (for MBBS) and it is unaffected by other procedures you are going through other than admission and seat blocking. So if your documents are not verified for CET, still they can be verified during counseling by MCC separately. Hope that helped. All the best
