What if I have admitted to a college in the 1st round of neet ug and didnt get a upgraded seat in the 2nd round can I apply for the MOP UP?

In AIQ cunselling of NEET, if you reported your willingness to upgrade your first round alloted seat while reporting to your alloted college but didnot get any seat in second round of counselling, then you retain the seat alloted to you in first round of counselling. Hence you have a seat which makes you ineligible to participate in mop up round of counselling.
If different case scenario, If you had not accepted the first round alloted seat and gone for second round of counselling and had not been alloted any seat in second round, then you would have been eligible for mop up round which is not the case with you.
Hence youcannot participate in mop up round of counselling.

Is willingness for upgradation is available only in all india quota Not in state like i have got a collge in up and during admission they have not provided me any document related to willingness for upgradation..what to do now
