what if I want to leave my pmsss allotted college in 3rd semester and now want to join another college from the first semester

You can do that by cancelling your present admission in the college. After that you have to get admitted in new college and then edit your application in PMSSS. They will deduct the scholarship or will not avail you scholarship in your 1st year.
