what if the 12th boards results are not out but the registration forms are out for IMU Cet.....are we still eligible or not?

No, you are not eligible until the class 12 result are out because in the registration form they also need your class 12 certificate.
And you must have cleared class 12th with a minimum aggregate of 60% in Physics, Chemistry & Mathematics and at least 50% marks in English.
