15% institutional quota means that in all the colleges under NEET, There will be 15% seats of the respective institution reserved for students from all over India who have appeared for NEET.

ie. ALL COLLEGES, private or Government, will keep aside 15% of all their total seats for admission through the counselling conducted by the MCC for NEET.
