The person who is appointed and voted by public's votes who conducts all the meetings and buisness meets of the group in a systematic and an organized manner is a Chairperson. In short he is the presiding officer of the committee OR the assembly. He makes sure that each meeting us held in an appropriate way, all the important matters are discussed and sorted out, etc.
