A migration certificate is a document that certifies the following things:
That you have been a genuine student of the institution you are leaving.
That you don't have questionable conduct/any pending charges against you.
That you have cleared all exams/fees required for your course, though sometimes universities will let you have a provisional MC in case you need to come back to clear backlogs etc.
To get one, you need to apply to your VC/Dean of Students either online or in person.
