A conditional reflex is a phenomenon wherein, a subject (animal/ human), learns and associates a previously unrelated stimulus, which is generally neutral, to a different stimulus and that triggers some kind of response.
An example could be ( very famous eg. ) A hungry dog salivating when it hears the bells for food. This reaction comes in response to ringing of bell.
