The Joint Seat Allocation Authority (JoSAA) 2019 has been set up by the Ministry of Human Resources Development (MHRD) to manage and regulate the joint seat allocation for admissions to 107 institutes for the academic year 2019-20. This includes 23 IITs, 31 NITs, 25 IIITs and 28 Other-Government Funded Technical Institutes (Other-GFTIs). Admission to all the academic programs offered by these Institutes will be made through a single platform.
The Central Seat Allocation Board (CSAB) will conduct a special round counselling after the conclusion of JoSAA 2020 seat allotment process for admission to vacant seats in IIITs, NITs and GFTIs. Candidates who will secure a valid JEE Main score are eligible for the seat allotment process.

CSAB is Central Seat Allocation Board. This board organizes the counselling for admission in the supernumerary seats in NITs for Union Territories, and in some AICTE approved Institutes for North East and Union Territories (NEUT) like IIITs (Indian Institute of Information Technology) and other GFTIs (Government Funded Technical Institutes) on the basis of JEE Main score.
The difference between JoSAA and CSAB is that-
JoSAA completes its process of admissions for IITs, NITs and other colleges, CSAB conducts some special rounds, generally two more rounds to fill up the vacant seats of NITs, IIITs and other GFTIs. CSAB doesn't conduct special rounds for IITs.
