Suppose there are 180 seats in total, assuming that 90 seats (50%) shall be allotted for all the quotas, we remain with 90 seats for the Open category.
Since there are no better options available than GLC to the top 90 rank-holders, they will surely reserve a seat during CAP -1 itself.
Assuming that 20% of those who secured ranks in the top 90 come from the quota category, that leaves us with 15–20 seats for the Open category students to have a fair chance at getting admissions into GLC.

Hence, to answer your question, if there are 180 seats (assuming) in total offered for the 5 years LLB course, you have to score a rank in the top 110 (i.e. 60% of total seats) to assure yourself of a seat at GLC.
