Hello sir,
The term "special abled" is used as a substitute for physically disabled or handicapped people.
Any person whose physical or mental functions is impaired but he has some special skills or strength then he will be considered as special abled person.
Earlier the "person with disability" term was used for them but many social activists considered this term derogatory to them so the term special abled is used for them to maintain their confidence.
