For a college institute there is only specific courses taught whereas in a university there are several number of courses taught.

For example if you study BTech from a college institute then there will courses only related to it.

Whereas in a university along with BTech courses there will many other courses available .

It depends on you,how you Study and not the college or university .

You can get high Cgpa in both institute as well as university.
