Hey Pavankumar,
Float i can be understand as :
Suppose you have alloted civil branch in NIT surat and you want to go for further round but you want to join NIT surat only but branch be different , so you have to choose float option.
In a counselling of Josaa there are three option
Freeze
float
and slide.
