Rank is calculated by combining both IPE and AP eamcet score . For getting rank under 5000 you must score Minimum 80 marks ( combined score of IPE + AP eamcet)
As your board marks are 581/600 then your IPE will be 581/600× 25 =24.20
Hence 24.20 will be your IPE. You have not mentioned your AP eamcet score ,for example you have got 100/160 in AP eamcet then your AP eamcet score will be 100/160 × 75= 46.875 so your combined score will be 24.20 + 46.87 = 71.07 . For rank under 5000 this score should be Minimum 80.
For general category you must score minimum 60 marks out 160 in AP eamcet. For SC/St category there is no minimum qualifying marks. They just need to appear in AP eamcet.

You should score around 95 to get below 5000 rank .last year on of my friend got 97 and his rank was 4250,so scoring 95+ would be better.

Rank depends upon the factors:
Your EAMCET marks
Your Caste category (Under Reservation Quota)
The ratio of Math to Physics, Math to Chemistry. I guess the more you score in Maths higher will be your rank, then comes physics and then Chemistry.
