The Integrated BTech Lateral Entry/BTech Lateral entry course is for those who have completed the Diploma in Engineering course in any specialization and want's to study further, doing BTech/BE course. In this course, they are provided admission directly to the 2nd year of BTech. So after 12/10 if you do the course of Diploma in Engineering course, then only you can take admission in the lateral entry course.
If you have completed your 10+2, then you are not eligible for the lateral entry instead you need to take admission in the course of BTech lateral entry.

Lateral entry means entering into the 2nd year directly without finishing the 1st year.
This can be done by completing a diploma course or shifting from one college into another if the university allows.
If you have finished a diploma then you can join in 2nd year of the integrated btech course or if you are in a college in a specific course and your university allows you to change the course then you can shift.
If you are a fresher normally entry is the option.
