The IP Quota which you are talking about can mean 2 things.

1. Internal PG Quota : The college generally reserves 50% of it's seats for the students of the state during PG admissions.

2. Institutional Quota : This merely corresponds to the 85% State Quota which basically can be applied if one has a normal domicile certificate and is a registered candidate under DU.
